Supreme Court Terms Suspension Of ADGP Shocking And Demoralising, Seeks Tamil Nadu Govt's Response To His Plea
The Court pulled up the Tamil Nadu government over the suspension of ADGP H.M. Jayaram, asking why such action was taken despite his cooperation in the investigation.

Justice Ujjal Bhuyan, Justice Manmohan, Supreme Court
The Supreme Court today questioned the Tamil Nadu government’s decision to suspend Additional Director General of Police (ADGP) H.M. Jayaram, after the Madras High Court had directed that action be taken against him based on confessional statements by two arrested accused in a kidnapping case.
A Bench of Justice Ujjal Bhuyan and Justice Manmohan questioned the justification behind the suspension and remarked, “This is a senior police officer. You cannot do this. This is very demoralising.”
When State counsel submitted, “The instructions are only this, that he has joined investigation,” Justice Bhuyan immediately asked, “So, if he has joined investigation, where is the question of suspending him?”
The Bench added, “This type of order is shocking actually.”
Jayaram’s counsel submitted that although he was released by the police, the State Government proceeded to place him under suspension.
The Court asked the State to obtain instructions on the issue and posted the matter for further hearing on Thursday, stating, “Obtain instructions by today. We will take it up tomorrow.”
Background
The suspension of ADGP Jayaram followed an order dated June 16, 2025, passed by the Madras High Court in a petition seeking anticipatory bail filed by another accused in the same kidnapping case.
According to the order, the Petitioner had appeared before the Court in person. The High Court directed him to cooperate with the investigation and permitted the police to proceed with the inquiry. While hearing the matter, the High Court noted that two of the accused had already been arrested and had made statements implicating Jayaram.
Based on this, the High Court directed, “Since two of the accused had already been arrested, giving confession statement against the Additional Director General of Police, the respondent-Police is directed to secure and take action against the Additional Director General of Police in the manner known to law.”
