The Delhi High Court has granted relief to a medical aspirant applying for the Foreign Medical Graduate Examination (FMGE) by directing the National Board of Examinations in Medical Sciences (NBEMS) to treat the affidavit filed by the National Testing Agency as her NEET-UG 2019 scorecard.

The petitioner approached the High Court seeking an order directing the third Respondent, NBEMS, to treat the order of the Court as the NEET UG 2019 scorecard of the Petitioner and dispense with the requirement of furnishing the physical scorecard for the FMGE December 2025 session and future FMGE examinations.

The Single Bench of Justice Sachin Datta held, “Having considered the aforesaid orders passed by the Co-ordinate Benches of this Court, as well as paragraph 17 of the counter affidavit filed by respondent no. 1, respondent no. 3 (NBEMS) is directed to treat the affidavit filed by the National Testing Agency, together with the present order, as the NEET-UG 2019 scorecard of the petitioner for all relevant purposes.”

Factual Background

The Petitioner chose to pursue her medical education overseas and she completed her Degree of Medical Doctor course from the Medical Institute of the National Research Ogarev Mordovia State University, Saransk, Russia. The Petitioner has completed courses and passed all exams. In order to qualify as a doctor & obtain her license to practice in India, the Petitioner has to pass the Foreign Medical Graduates Examination (FMGE), conducted by the National Board for Medical Examination (NBEMS). The petitioner was unable to produce the NEET-UG scorecard, which is a mandatory prerequisite for appearing in the FMGE. It was in such circumstances that the petition came to be filed before the High Court.

Reasoning

The Bench noted that the petitioner had placed reliance on the order dated November 11, 2025, passed by the Co-ordinate Bench, wherein similar reliefs were granted. The Bench found that the High Court had earlier directed NBEMS to treat the order as a scorecard of the NEET (UG), 2019 Examination in respect of the Petitioners and the requirement on the part of the Petitioners to furnish a scorecard for the FMGE December-2025 Session, as also for future FMGE, was dispensed with.

The attention of the Court was also drawn to an order dated December 26, 2025, whereby the Respondent NBEMS was directed to treat the affidavit of NTA, as well as the order, as a scorecard of the petitioner. In light of such facts and circumstances, the Bench directed NBEMS to treat the affidavit filed by the National Testing Agency, together with the present order, as the NEET-UG 2019 scorecard of the petitioner.
